一、宗旨| Aim of the Forum:

為提升南臺灣歐洲及歐盟教育及研究,並與國內外教育機構、私人機關、政府和非政府組織間建立關於歐洲事務之交流對話平台,自 2018 年起文藻外語大學歐洲研究所辦理「文藻歐洲論壇」,每年針對當年度重大國際議題進行探討分析,持續深化、促進南台灣歐洲事務教研意識。

Since 2018, the Graduate Institute of European Studies (GIES) at Wenzao Ursuline University of Languages, Kaohsiung, Taiwan, organizes the "Wenzao European Forum" to deepen the understanding of European developments, and to establish a platform for dialogue and exchange in Southern Taiwan. The forum focuses on major Europe-related issues and invites domestic and international scholars to discuss questions of relevance across various fields of European studies.

第四屆文藻歐洲論壇主題將「歐洲復甦」為主軸,探討後疫情時代歐洲各國疫後復甦之成效與展望,邀請國內外學者與會深度討論與交流國際現況。本論壇歡迎來自各領域如政治、經濟、法律、教育、環境、衛生等研究論文投稿,並期望探討以下問題:

在快速變動的國際情勢下,歐洲主要面臨的挑戰。
如何評估歐洲各國、歐盟、學術機構、非政府組織等,對於歐洲復甦所付出的努力。
歐洲在後疫情時代中所扮演的角色。
上述領域如何克服當前挑戰,進行改革與創新。
Covid-19危機對於歐洲和世界的啟示。
Based on the topic of the 4th Wenzao European Forum (Europe’s Recovery) scholars are invited to explore the effectiveness recovery measures in European countries and evaluate prospects for the post-pandemic era. The forum welcomes submissions of contributions from various academic fields such as politics, economics, law, education, environment, health, etc., and looks forward to exploring the following issues:

In what ways has the Covid-19 crisis changed Europe and its relation to the world?
What are the main challenges Europe faces under the rapidly changing international context?
How to assess the efforts of European countries, the EU, academic institutions, NGOs, and other actors in the recovery of Europe?
Can we observe major trends in the carried out reforms and innovative approaches across different fields?
What is the role of Europe (and European actors) in the post-pandemic era?

Is the future of the European Union more differentiated?



Brexit, Schengen area, Eurozone, “opt-out” mechanisms, permanent structured cooperation (PESCO) are just some of the few examples of a differentiated integration (DI) characterizing the European Union (EU) nowadays. Integration is differentiated when, within the common framework of EU competences, not all member states are subject to the same and uniform community rules. In the literature there is a wide consensus on the fact that the different instruments of DI have offered successful solutions for overcoming possible political vetoes and stalemates, promoting deeper integration only among those member states willing to pursue it. Under this perspective, DI reflects the heterogeneity of interests of the EU Member States.

Recently, the EU has adopted several measures promoting a differentiated integration. For instance, almost all the answers adopted to overcome the 2008 economic crisis have been based on forms of DI (e.g. the Fiscal Compact). However, the future of the EU integration is not necessarily differentiated nor necessarily uniform: the most recent crisis, the Covid crisis symmetrically affecting all the Member States, has not produced differentiated answers but the adoption of homogeneous instruments (e.g. the Recovery Plan). So, if uniform integration cannot be taken for granted, DI cannot be considered inevitable either.

If, on the one hand, DI has accommodate the differences between the Member States, on the other hand it has also offered a way for third countries to be associated to the EU without being full members. This is the case of Norway, Switzerland and many Neighbour Countries. Therefore, DI has an internal but also an external dimension.

DI also poses a series of questions on the future of EU integration: how much differentiation is possible without putting at risk the entire integration? Where does differentiation end and disintegration begin? Is DI (with its complexity and, sometimes, duplication of institutions) increasing the complexity of the EU and its democratic deficit? And, finally, is the future of the EU inevitably more differentiated?

ANZJES is looking for papers of around 6,000 words dealing with all aspects related to DI: theories of DI, the implications of DI for the EU integration, DI and negotiations theories, DI in EU policies, consequences of DI for relations with neighbors (including the UK).

The Journal

Launched in 2008, ANZJES is a scholarly, double-blind peer-refereed publication, which reflects the aims of its founding organisation, the European Studies Association of Australia New Zealand (ESAANZ). ANZJES is now published as an Open Access Journal hosted through the University Library at the University of Sydney. Articles published in ANZJES are searchable via Ebscohost and are included in current Excellence in Research for Australian (ERA) listings

2020 Annual Conference of Association of International Relations, ROC on Challenges and Trends in International Relations: Towards a De-globalizing Asia and World?

At the beginning of 2020, the outbreak of Covid-19 has hit the global economy and supply chain. Faced with this severe crisis, the great powers are overwhelmed by their own concerns and are reluctant to take the lead of the global resistance on pandemic and economic recovery. When most of countries only focus on their own interests, the atmosphere of Beggar-thy-neighbor spreads. However, while the pandemic comes to an end, the confrontation between two great powers, United States and China, will attract more attention from the world. Since the 2008 financial crisis, the development of globalization has been stagnated and protectionism is booming, coupled with the more inward-looking foreign policies adopted by the Trump administration, the economy globalization is facing more challenges. The impact of factors mentioned above on the current international relations and global order is worthy of in-depth discussion.
This year, the annual conference with the topic of “Challenges and Trends in International Relations: Towards a De-globalizing Asia and World?” will be co-hosted by the Association of International Relations, ROC and Department of East Asian Studies of National Taiwan Normal University. The sub topics are as follows:
1.The impact and inspiration of Covid-19 to the international Relations and Global Order (The role of Nation, the essence of international relations, U.S.-China hegemony competition in post-pandemic era… etc.)
2.Globalization and De-globalizing (Global integration and disintegration, protectionism, WHO and global epidemic prevention…etc.)
3.Non Traditional Security Issues (Human rights and international norms, public health, immigration and refugees, ethnic political conflicts, energy politics, extremist organizations and terrorist threats, marine and environmental security… etc.)
4.The theory of International Relations (The latest development of International Relations theory, review and innovation of traditional thought of international relations, history and international relations… etc.)
5.The Issues of International Political Economy (regional economic and trade integration, international trade conflicts, international financial governance, Sino-US trade conflicts, development and impact of the Belt and Road Initiative… etc.)
6.The issues of International Strategy and Security (Foreign policy and security strategies of major countries, situation on the Korean Peninsula, disputes in the South China Sea, regional strategic situation…etc.)
7.Issues of U.S.-China-Taiwan relations (U.S. policy toward the United States after the presidential election and the trend of U.S.-China relations, mainland China’s Taiwan policy, Taiwan’s foreign policy and cross-strait relations…etc.)
8.Regional issues (Europe, Northeast Asia, Southeast Asia, Central Asia, South Asia, North and South America, Africa and other regional political, economic, diplomatic and security issues)

Johns Hopkins University SAIS Masters in European Public Policy

Are you interested in finding a career in or around the institutions of Europe? Would you like to gain more professional insight into the European Union? The Johns Hopkins School of Advanced International Studies has a new one-year MA program focused on European public policy that is carefully designed to meet your professional requirements.

This programme is directed by Sir Michael Leigh – a career civil servant at the European Commission who was knighted by the British Crown for his contribution to European enlargement at the conclusion of his time in office as Director- General. The programme includes both academics and practitioners with long experience working on the European Union and with close connections to Brussels, Berlin, Paris, Rome, Luxembourg and Strasbourg.

The programme is hosted at the SAIS Europe campus and offers the opportunity to participate in study trips and career treks to London, Geneva, Paris, Brussels, Amsterdam, Berlin, Milan, and Rome. SAIS Europe is also home to some 175 other MA students from more than 40 different countries working on different aspects of international relations and public policy. You would have the opportunity to focus on the institutions, history, law, and policy of the European Union and would become part of a network of thousands of foreign policy professionals in the private and public sector that spans the globe.

The admissions process is rolling and the number of slots in the first intake is limited. Places will be offered on a first-come, first-reviewed basis – with quick decisions to facilitate planning. Applications are accepted so long as places are available until 15 April.

The Contemporary European Studies Association of Australia (CESAA), the EU Centre at RMIT University, and Swinburne University of Technology are calling for papers for the conference that will take place at RMIT University in Melbourne on 6 and 7 November 2019.

This conference offers scholars, early career researchers, students, policymakers, and those with an interest in European-Australia relations an opportunity to examine the various aspects of the European Union (EU), and Europe more broadly, in a context of continuity and change.

Sessions and papers are invited across all relevant disciplines.

Call for abstracts has been extended till Friday 16 August 2019!!

The 2019 EUSA AP Annual Conference and Postgraduate Student workshop will be held in Shanghai on Saturday and Sunday, 6 + 7 July 2019. The conference will be held at the Fudan University in Shanghai. We are pleased to now publish the Call for Papers and preliminary information below:


New Leadership, New Priorities - The EU in 2019

2019 will be a watershed year for EU institution building. First, the year marks the 40th anniversary of direct elections to the European Parliament and the conference calls for papers that offer a comparative longitudinal perspective. Second, the 2019 elections will be the first to be held after BREXIT and the consequences for the EU will warrant ananlysis. Third, the selection of the new Commission as well as the Commission and Council Presidents and the High Representative will also occur in 2019. The conference will examine this institutional renewal as well as reflect on the performance of these actors in the 2015-2019 period. While this is the main theme of the conference, papers that address other issues of European Integration are also welcomed.

EUSAAP offers a high-quality, international academic conference that analyses European Integreation from both, a European and Asia Pacific perspective, as well as multidisciplinary one. We especially welcome early career researchers, those new to the field and practitioners to participate.

Parallel to the conference a one-day postgraduate workshop will be organised for Masters and PhD students to present their current research, receive valuable feedback, enhance their writing and presentation skills and develop a network among peers and well-established researchers in the field. More information on the Postgraduate Workshop can be found below.

Postgraduate Workshop
Participation is open to postgraduate students studying towards a PhD or Masters degree in the field of European & European Union Studies. The workshop will be held during one of the conference days. The workshop is limited to 20 participants

Practical Information and Timeline
Please register via the online link below before the abstract submission deadline: Collect the necessary information and then complete the online form including the payment of the registration fees (EUR 50). Please note that partially completed forms cannot be saved. At this stage only an abstract (max. 300 words) and a short bio (max. 100 words) are required. A full paper must be submitted before the conference (see deadline below). Participants will recieve access to all full lpapers for the conference online.

- Submission deadline for abstracts: 31 January 2019
- Participants will be informed of paper proposal acceptance/decline: 31 March 2019
- Participants have to confirm attendance: 10 days after information of acceptance was sent out
- Full paper submission: 31 May 2019
- As organisers have to commit to suppliers and only a limited number of presenters can be invited, EUSAAP will charge 3 nights accommodation costs to presenters that withdraw after 31 May 2019.

Only papers presented in person will be accepted. No virtual presentations will be permitted.

Registration Fees
A modest registration fee of EUR 50 will be charged for paper presenters and postgraduate students participating in the event. Registration for conference guests will be EUR30. Registraton fees are charged via PayPal at first registration.

Conference guests - Interested parties are welcome to attend the conference as guests (not presenting a paper). Registration and payment of guest fee (EUR 30) as conference guest are required. Please use the following form to register and pay your fees: Conference Guest Registration

Registration fees are non-refundable.

Logistical information
The conference will be held at Fudan University, Shanghai. More information on hotels and transport will be provided here in May.

A limited number of hotel rooms will be funded by the organisers for up to three nights accommodation in the designated hotels for paper presenters and workshop participants not living in Shanghai. To be eligible for the accommodation participants must have submitted the full paper and attend the entire conference. Participants not meeting these requirements will automatically be charged following the conference. Rooms will be booked for arrival on Friday, 05 July and departure on Monday, 08 July 2019. Please note that only these nights can be covered. It is not possible to pay for any other nights. We are happy to book additional nights for you (arriving earlier/departing later). If you wish to extend your stay you must inform us along with confirmation of your acceptance.

For papers co-authored and/or several presenters attending the conference, only one set of costs will be covered. For example, if the presentation is shared between two authors we will only cover the costs (e.g. hotel) of one person. The second presenter should register a Conference Guest and indicate the paper he/she will co-present.
