Organized by Wallonie-Bruxelles International, and co-organized by Centre Belge de la Bande Dessinée, the classic comic exhibition was first on display at the 2013 Taipei International Book Fair with Belgium as the theme country. Through these comics, the exhibition allowed the audience to recognize or rediscover the works of over sixty Belgian comic artists from Wallonia-Brussels across the ages. Belgian Office, Taipei and Wallonie-Bruxelles International will continue this rare exhibition specifically in three locations outside of Taipei:

About the Speaker:
Edgard Van de Velde was born in Gent (Belgium) in 1949, married in 1979 and has three children.
He obtained his Master’s Degree (1972) and Ph. D. (1984) in Public Management Sciences at the Law School of the University of Gent, where he was Assistant-Lecturer Public and Comparative Constitutional Law from 1975 till 1984.
He was Visiting Professor in Public, European and Comparative Constitutional Law at EHSAL Brussels from 1985 till 2008. He has been guest professor at the universities of Salamanca and San Sebastian (Spain), Salerno (Italy), Tübingen (Germany) and Prague (Czech Republic). He has an extensive bibliography on the comparative study of democratic regimes. He was member of the cabinet of the Minister for State Reform (1979-1980) and pre-advisor of the Flemish parliament (1995-1996). From 1996 till 2006 he was appointed successively as General Manager and Managing Director Bankinsurance in the General Savings and Pension Fund (ASLK-CGER) and Fortis Bankinsurance Belgium. He is retired since 2008.

Visiting Professors Obligation

About the Centre
The European Union Centre in Singapore was established in mid-2008 with financial support from the European Union (EU). Its primary mission is to promote knowledge and understanding of the EU through support for EU-focused education, research and outreach activities. It is now a consortium of three local partners comprising the two largest public universities, Nanyang Technological University and National University of Singapore and Singapore’s oldest think tank, the Singapore Institute of International Affairs.

In the current period of our second Grant Agreement from 2013 to 2015, the Centre will be focusing our efforts on outreach through media, workshops and publications. The emphasis of the Centre would be on building networks and partnerships between scholars and experts
from the EU and those based in Singapore, and encouraging dialogue and policy learning between the EU and Singapore/ASEAN.

The Centre is now inviting applications for the EUC Visiting Fellowship tenable in the period between May to November 2013. Supporting grants of various amounts of up to €6,000 commensurate with expertise, visiting commitments and duration will be provided for the Visiting Fellow to cover travel, accommodation and subsistence allowances.

Requirements and research themes
The successful Visiting Fellow will spend 4-12 weeks at the Centre, developing a research project on their own or in partnership with local researchers, and contributing to the education and outreach activities of the Centre. The Fellow would also be expected to give
one research seminar or public lecture for the Centre.

Applicants should have a PhD and demonstrable experience and expertise (substantiated by a list of publications, involvement in research projects, policy work) in any of the following research areas:
Demographic challenges facing the EU and its member states, and related issues of migration, social cohesion and identity;
Economic reforms and competitiveness issues within the EU;
EU’s trade and investments in Singapore/ASEAN and overall economic partnership, free trade agreement (FTA) issues;
EU’s engagement with Asia/ASEAN on non-traditional security issues

Applicants without a PhD but with expert, policy and applied research experience in the above policy issues, including teaching of relevant academic modules / research seminars, conduct of training workshops could also be considered.

The Euro-zone crisis is a perfect example of how, in an interconnected world, events within one region have effects that are felt throughout the world. Asia Pacific counties are significant exporters and importers to the Eurozone and EU. The stability of the Euro, depressed demand for manufactured goods and credit ratings have direct consequences in Asia Pacific counties.

Is there more continuity or change in the EU-Asia Pacific relationship? How do different groups perceive the EU and any changes in its relationship to the region? The aim of this conference is to investigate these questions from both a European and an Asia Pacific perspective.

This conference will be multidisciplinary in focus. Academics and graduate students from a wide range of fields are encouraged to present at this conference adding to a deeper understanding of the complexities of the EU-Asia Pacific relationship.

Particular attention will be paid to the following four areas:

Assessing the Fallout– What was the relationship between these two regions, and how has the recent crisis impacted on this? What has changed and what has stayed the same?


A Crisis of Perception? - How do both regions see each other? How have they interpreted crisis in both regions (for example has the Fukushima Meltdown impacted perceptions in Europe of Asia)? Do perceptions change amongst different groups? Do intra-regional crises in Asia impact on its relationship with the EU? What lessons for the relationship can be drawn by looking at historical moments of crisis?


Models of Integration– How do recent developments in the EU impact on the EU as a model for integration in the Asia Pacific region? What if any, lessons on integration can Europe learn from the Asia Pacific.


The Way Forward– what are the new challenges and opportunities to arise from the Crisis? How should the EU-Asia Pacific relationship be managed in the future?


We seek applications from a wide variety of fields of study to discuss these interdisciplinary topics. Presentations will be 15 minutes in length followed by 5 minutes Q&A.
