The European Parliament and Global Health
Polymorphic Actorness and Multiple Roles By Vincent Rollet
Description This book examines the actorness of the European Parliament (EP) and its roles in global health. In doing so, it appreciates to what extent this democratically elected entity can be considered as a global health actor. Applying an original analytical framework to measure actorness, the book assesses the EP’s capacity to act regarding five major global health issues including the pandemic response, access to essential medicines in developing countries, international trade and global health, medical research and development in the field of poverty-related and neglected diseases (PRNDs), and global health governance. It demonstrates that, despite many challenges, the EP has indeed displayed a polymorphic actorness and multiple roles towards most of these global health issues, especially by succeeding in mobilizing its main competences and instruments to deal with them, finalizing initiatives, and having a substantive influence on the way they were addressed. As such, the book reveals the salience of democratically elected institutions for global health governance. This book will be of key interest to students and scholars of European studies, global and regional health, legislative studies, and International Relations, but also to parliamentarians and (non-) governmental actors engaged in global health. The representatives of Sciences Po Bordeaux visited National Taiwan University (NTU) on 13/4/2024 (Saturday) to 17/4/2024 (Wednesday). Except the university’s Director of International Affairs, Lucile Martin, and colleague Carol Lin, the visit also included Professor Céline Thiriot, the Head of Department of Political Science Institute, and Dominique Darbon, President of Sciences Po Bordeaux. On 16/4/2024 (Tuesday), a signing ceremony of NTU-SPB Joint Lectureship Agreement is held at Conference Room 419, 4th Floor, College of Social Science, National Taiwan University (NTU). Hung-dah Su, the Dean of College of Social Science, National Taiwan University and Professor Céline Thiriot from Sciences Po Bordeaux has signed the agreement for further institutionalizing the teaching and research collaboration between the two institutions.

Bureau français de Taipei will be holding the event on Thursday, 2nd May, starting from 18:30 at Taipei Info Hub (No. 265, Sec. 1, Zhongxiao W. Rd., Zhongzheng Dist., Taipei City 100, Taiwan (R.O.C.)) Diamonds are not only a symbol of luxury and “Bling bling”, it is also a shining topic for scientific research. To explore the crucial role this gemstone plays in science, we have invited two experts from Taiwan and France: Professor Huan-Cheng, Chang (Research Fellow of Institute of Atomic and Molecular Sciences, Academia Sinica, Taipei), and Professor Jean-François Roch (École normale supérieure Paris-Saclay), to share the collaboration and development on this field of research between Taiwan and France! Jean-François Roch is the director of Quantum Saclay, the interdisciplinary center of the University Paris-Saclay dedicated to the academic and industrial development of quantum technologies. He is a professor of physics at Ecole Normale Supérieure Paris-Saclay, where he leads a research team focusing on the use of diamond point defects. Together with Alain Aspect and Philippe Grangier, Jean-François Roch was part of the team that conducted the single-photon interference experiments for the observation of wave-particle duality, groundbreaking work that led the Royal Swedish Academy of Sciences to award Alain Aspect the Nobel Prize in Physics in 2022. He is a senior member of the Institut Universitaire de France and an Overseas Fellow at Churchill College, University of Cambridge. Huan-Cheng Chang is a distinguished professor at the Institute of Atomic and Molecular Sciences of the Academia Sinica. He earned his Ph.D. in Physical Chemistry from Indiana University Bloomington, USA, in 1990. For over three decades, he has been at the forefront of research intersecting physics, chemistry, and biology, aiming to develop new methods, tools, and technologies for addressing problems with wide-ranging applications. In 2005, he pioneered the development of fluorescent nanodiamonds containing NV centers. In 2019, Huan-Cheng Chang and François Treussart (ENS Paris-Saclay) were awarded the prestigious Franco-Taiwanese research prize of the French Académie des Sciences, for their research on the use of the fluorescent nanodiamond crystals in neuronal imaging, enabling significant medical advancements.
