Erasmus+ Programme

The Erasmus+ Programme, the European Union’s flagship programme for education and international cooperation for the 2021–2027 period, aims to promote transnational mobility and cooperation in higher education, vocational education and training, youth, and sport. The programme places particular emphasis on social inclusion, the green transition, and digital transformation.

The programme includes a range of actions, such as International Credit Mobility (ICM), Erasmus Mundus Joint Masters (EMJM), and Jean Monnet Actions for research and capacity building. It provides various forms of support, including organizational support for institutions, grants for individuals, and travel allowances.

Erasmus Mundus Joint Masters (EMJM)

Erasmus Mundus Joint Masters (EMJM) are international higher education programmes supported by the European Commission and jointly delivered by leading universities across Europe and beyond. These programmes are developed through transnational cooperation among higher education institutions in different countries and lead to a joint or multiple master’s degree.

Each programme typically lasts one to two years. A consortium generally consists of at least three higher education institutions from three different countries, although institutions from non-EU countries may also participate as partners. Students study at two or more participating institutions, allowing them to live and study in different European countries while experiencing diverse cultures and languages and gaining a deeper understanding of European values through education.

Some EMJM programmes offer Erasmus Mundus scholarships funded by the European Union. Students apply directly to the participating programme consortia for both admission and scholarships. Application periods generally run from October to January of the following year, although the exact deadlines vary by programme.

Marie Skłodowska-Curie Actions (MSCA)

The European Union’s Marie Skłodowska-Curie Actions (MSCA) are a major initiative for developing research talent and promoting international and interdisciplinary mobility and collaboration. As part of the “Excellent Science” pillar of Horizon Europe, the MSCA aim to strengthen research and innovation capacities as well as international cooperation.

The programme encourages doctoral candidates, postdoctoral researchers, and other researchers to undertake international mobility, institutional collaboration, and academia–industry exchanges, providing opportunities for structured training and professional development. Key actions include Doctoral Networks, Postdoctoral Fellowships, Staff Exchanges, and COFUND.

Overall, the MSCA place equal emphasis on academic research, innovation, employability, and the development of interdisciplinary skills. The programme therefore offers valuable opportunities for individuals seeking to pursue research in Europe or participate in international research collaborations, as well as for institutions interested in strengthening their international research partnerships.

Ø Ministry of Education European Union Scholarship

To support the Erasmus Mundus Joint Masters (EMJM) under the European Commission’s Erasmus+ Programme, the Ministry of Education (MOE) provides scholarships to encourage young Taiwanese students to pursue international education and to help more Taiwanese students fulfill their aspirations of studying in Europe.

The MOE European Union Scholarship is available to Taiwanese applicants who apply for an EMJM programme but do not receive an Erasmus Mundus scholarship from the EU-funded programme. Applicants who are waitlisted for an Erasmus Mundus scholarship or who are admitted as self-funded students may apply for the MOE European Union Scholarship.

The scholarship provides US$16,000 per year for up to two years during the period of study. Scholarship recipients are still required to study at two or more participating higher education institutions in different European countries, in accordance with the requirements of their EMJM programme.

Applications for the MOE European Union Scholarship are accepted each June and should be submitted directly to the Ministry of Education.
