2026 Forum on Taxpayer Rights Protection
Background
As modern tax systems, withholding mechanisms, and information technologies continue to evolve, tax administration and enforcement have become increasingly sophisticated. At the same time, governments possess a broader range of enforcement tools to ensure tax compliance. In contrast, taxpayers often find themselves in a comparatively weaker position when navigating tax investigations and administrative procedures, facing disparities in information, resources, and institutional power.
How to strike an appropriate balance between effective tax collection and the protection of fundamental rights remains a critical challenge for democratic societies governed by the rule of law. Issues such as the burden of proof in tax disputes, taxpayers’ obligations to cooperate, the limits of administrative discretion, and procedural fairness and transparency are all closely linked to the protection of individual rights and deserve continued public discussion.
Focusing on the theme of Taxpayer Rights Protection, this forum brings together leading experts from the fields of law, taxation, and professional practice to examine current challenges within Taiwan’s tax administration system. Through informed dialogue and practical perspectives, participants will explore ways to strengthen taxpayer protections while maintaining an efficient and effective tax regime.
We hope this forum will foster informed public discussion on taxpayer rights and contribute to the development of a fairer, more transparent, and more predictable tax system.
