Centre of Excellence
History
For the purpose of promoting excellence in teaching and research in the field of European Union studies worldwide, as well as fostering the dialogue between the academic world and policy-makers, in particular with the aim of enhancing governance of EU policies, the European Union called for proposals on establishing centres of excellence. The goal of this programme is to gather the expertise and competences of high-level experts and aims at developing synergies between the various disciplines and resources in European studies, as well as at creating joint transnational activities and structural links with academic institutions in other countries. It also ensures openness to civil society. National Taiwan University was granted to set up a Jean Monnet Centre of Excellence in 2015.
The creation of the JM Centre of Excellence at NTU aims to meet the objectives of this Action in the following ways:
It will gather together the expertise of all high level experts within National Taiwan University (NTU).
It will develop synergies between various disciplines and resources in European Union studies in Taiwan.
It will create joint transnational activities and structural links with academic institutions in other countries.
It will act as an important open platform for the Taiwan population who want to learn more about the development of EU and related issues, and ensure more openness to civil society in Taiwan.
Taiwan is more eager than any other country to connect to the world, especially by building relations with the EU. Hopefully through exchanges with EU, the Jean Monnet Centres of Excellence will become one of the most important centres for EU Studies and bilateral civil society interactions in the Chinese-speaking world.
Transnational Network
History
In the past six years, the European Union Centre in Taiwan (EUTW), the largest university level Consortium in Taiwan on the EU studies, offered a wide and in-depth gateway for the advancement of knowledge of the EU and has become a platform for academic exchange within the Taiwan EU Studies community. The host university, National Taiwan University, is a world-class interdisciplinary university and the Chinese-speaking world’s flagship educational institution. EUTW is also the contact point for the regional EU Studies networking. Based on EUTW exiting regional networking, we want to further initiate an EUTW-trans Network , the Trans Continental Cooperation on the EU Studies, which would involve the Transatlantic and Trans Pacific partner institutes including U.S.A (Washington University, Seattle), Canada (Dalhousie University), Europe (Paris II in France and Charles University in the Czech Republic), Asia (EUIJ Tokyo in Japan, Yonsei University in Seoul, Fudan University in China, National Taiwan University in Taiwan and EUC in Singapore at National University of Singapore) and Pacific (EU Centre in the Canterbury University of New Zealand).
The five main outputs and the following outcomes are:
- Regular meetings of Taiwan EU Studies Group to support the enhancement of existing the EUTW platform:Meetings include Steering Committee meeting, Taiwan EU Studies Community meeting, NTU EU Research Group, Participation of EU Centres/ Institutes’ Roundtable/ Jean Monnet Chair World Meeting, EUSA AP conference.
- Bilateral Joint Research Projects among partner institutes to exchange practices and research: Two majors research projects will be conducted, one is on the impact of the development of TTIP upon the current TPP negotiations from an Asia-Pacific perspective; another will be Taiwanese perceptions of the EU which would be part of expansive research project led by Dr. Martin Holland.
- Partner institutes given access to EU Studies Mobility Scheme to encourage the participation of young researchers
- International workshop on EU Studies involving the partner institutes to share research and teaching techniques in EU Studies
- Virtual EU Studies Communities within the partner institutes to allow for transnational cooperation.

| Hungdah SU | Graduated from University Paris-Sorbonne, Dr. Su received a Doctorat en histoire with a dissertation on Jean Monnet face a la politique europeenne du general de Gaulle in 1998. Since his return to Taiwan the same year, he has devoted his work to the study of the EU at Graduate Institute of European Studies at Nan Hwa University (1998-2000) and Institute of European and American Studies at Academia Sinica (2000-2008) respectively. Having published numerous articles on the EU in English, French and Chinese, he is now the Jean Monnet Chair Professor at NTU and the Director General of EU Centre in Taiwan. He is also now the President of ECSA Taiwan. He will work as coordinator for the implementation of this project for the coming three years and will be responsible for teaching two new courses on the EU and creation of EU Study Programme at NTU. |
| Chwen-Wen CHEN | Dr. Chwen-Wen CHEN received his Master of Laws and his Doctor of Juridical Science degree from the University of Paris II (Panthéon-Assas) in 1993 and 1999 respectively. He is now Professor of Public Law at the department of Political Science, National Taiwan University, Research Fellow at the Institutum Iurisprudentiae, Academia Sinica, and deputy director general of European Union Centre in Taiwan. Specialized in constitutional law, administrative law, French public law and European law, he focuses his research on the comparative public law. In these fields, he has a rich bibliography in books, journals and articles published largely in Chinese. |
| Marc CHENG | Marc Cheng was recruited as the Executive Director of European Union Centre in Taiwan (EUTW) on October 2010. Before he joined the Centre, Mr. Cheng was the Deputy Director of Research at the foundation on Asia-Pacific Peace Studies (APS), a prominent think tank based in Taipei. In 2010, Mr. Cheng was selected as Taiwan participant in New Generation Seminar (NGS), hosted by East-West Center in Honolulu, Hawaii. In 2006, he relocated to the Henry Stimson Center in Washington DC as a visiting fellow. He has over ten years of working experience in think tanks and research institutes, including work done for Academic Sinica and the Foundation on International and Cross-Strait Studies. He speaks fluent English and French. Mr. Cheng will be mainly responsible for the coordination among the partner institutes |
| Heather PAI | Heather Pai has worked at European Union Centre in Taiwan since 2009 and served as the Deputy Executive-Director since Jan. 2011. Graduated from University of Hartford in the U.S.A with a Master degree in the Public Accountancy, Ms. Pai’s duties and responsibilities fall on accounting related works EUTW. In 2014, Ms. Pai was awarded as one of the very few prizes as the Excellent Service Personnel at National Taiwan University. |

| Martin Holland | Professor Martin Holland, holds NZ's only Jean Monnet Chair ad personam, is Director of the National Centre for Research on Europe at the University of Canterbury and of the EU Centres Network New Zealand. He has taught at the Canterbury since 1984 and in 2000 established the NCRE, NZ's only EU tertiary level centre. He is internationally recognised for his work on EU Development policy, CFSP and Perceptions of the EU. He leads the "EU External Perceptions Project" which was recognized by DG EAC as one of the top 20 "Jean Monnet Success Stories" and has supervised projects on perceptions of the EU in Asia, Africa and the Pacific. He has held a Jean Monnet Chair ad personam since 2008 and is the author of over one hundred articles and chapters and twenty-one books, the most recent being "Development Policy of the EU" (with M. Doidge, Palgrave, 2012) and Communicating Europe in the Times of Crisis: External Perceptions of the European Union (with N. Chaban, Palgrave-McMillan, 2014). |
| Natalia Chaban | Dr Chaban is a Jean Monnet Chair and Deputy Director of the National Centre for Research on Europe at the University of Canterbury, NZ. A leading Asia-Pacific expert on EU external identity, Dr Chaban is a Member of NZ EU Centres Network Board. UC Teaching Award recipient (2006) and Leader of two JM Modules, she teaches and designs a variety of under- and post-graduate courses and supervises MA/PhD students in EU Studies. Dr Chaban has significant experience in analysing EU identity outside the EU, widely publishing and advancing methodological training in this regard. Since 2002, she has led a comparative transnational project on EU external perceptions comprising a multicultural team from 20 Asia-Pacific and 8 EU locations. Her contribution to the field of EU external perceptions has been recognised by scholars in the field of EU international identity and public diplomacy, and research design has been replicated around the world. |
| Serena Kelly | Dr Serena Kelly is an early career academic who is equally passionate about teaching and researching the EU. Serena has lectured in 9 courses on the EU since 2008, in collaboration with a number of esteemed academics at UC. She is the author and co-author of a number of academic articles, mentors post-graduate students and regularly travels to Europe and Asia to conduct research and present at conferences, thus keeping up-to-date with the EU. Dr Kelly's PhD assesed the potential impact of the EEAS and was well received. Since then, Serena has been involved in a number of projects, most notably perceptions of the EU in 10 ASEM countries. In this project she was coordinator, trainer and mentor for approximately 12 postdoctoral and postgraduate researchers as well as their local supervisors. Her research interests include: European diplomacy, international political communication and Europe’s relations, presence, impact in and, with the Asia Pacific. |

| DING Chun | Since the end of the 1980s, Prof. Dr. Chun DING, now director of the Fudan centre and Jean Monnet Chair, has been engaged in the research and teaching of European economic integration, and the social-economic affairs of its member states, establishing himself as a leading specialist on European social studies in China. He has presided vast number of national and EU academic programs including ESCP, JM European Module, and JM chairs, and has published more than 140 relevant articles and works in Chinese, English and German; He delivers lectures on European studies and Sino-EU relations to both Chinese and European (partner) university students of all levels and supervised master and PhD candidates in EU studies; He facilitates exchange and cooperation with European institutions, originating activities such as Fudan Ambassador Forum and European Forum. Prof. Ding is secretary-general of Chinese Society for EU Studies, member of the (Davos) World Economic Forum’s GAC on Europe since 2011, Senior Fellow of ZEI, University of Bonn, etc. |
| DAI Bingran | Prof. Dai, honorary emeritus director, has been engaged in European integration studies since 1978. He is mainly responsible for developing and carrying-out teaching programmes on European integration at Fudan University and has also been engaged in teaching at other universities at home and abroad. He has presided and participated several national and international research projects, and written extensively both in Chinese and English. He translated the EU treaties into Chinese in 1993 and is now doing the final reading of the Chinese edition of the two new EU Treaties. In 2008, He was honoured with Jean Monnet Prize for his contribution to the EU studies. He is also the holder of Jean Monnet Chair Ad Personam. |
| CHEN Zhimin | Have been teaching on European foreign policy and theories of international relations and diplomacy for 22 years. Start to supervise doctoral students in European studies 7 years ago. Eight Doctoral students specialized in European foreign policy have graduated. Two dissertations have been published, and several in the publishing process. Have published a book on European foreign policy in 2003, and a new one on China-Europe-US trilateral relations in 2011, and many artciels both in Chinese and English. | LUO Changyuan | Dr. Luo is an associate professor at the Centre for European Studies, Fudan University. His teaching and research focus on FDI and international trade, especially on Europe's investment in China, Sino-EU trade and FDI relationship, etc. As a young staff of CES, Dr. Luo experts in empirical economics and up-to-date methods of economic analysis on EU studies, contributing to the Annual Report on EU Economy. He has published a large number of papers both in English and in Chinese and some of his papers have been collected into English books published in UK and Canada. Meanwhile, he is a reviewer of many leading English and Chinese economic journals such as The World Economy, China & World Economy, Social Sciences in China, Economic Research Journal, etc. In this project, Dr. Luo will mainly give lectures in the field of FDI and trade relation between China and EU. His capability of empirical analysis greatly strengthens the research and studies on EU economic issues. |
| LIU Lirong | Dr. Liu is an associate professor of the Centre for European Studies. She has studied in Europe from 1997 to 2007. Since 2008 she has been engaged in the research and teaching on European integration and EU-China relationship at Fudan University. Recent publications include The EU and China's engagement in Africa: the dilemma of socialisation (in English), Economic Freedom and Growth: an International Comparative Study (in German), Culture and National Security as Determinants of Why Nations Arm (in German) and Medea's Anger: the Change of Social Values in Europe (in Chinese). She applies modern quantitative methods, i.e., multivariate statistics or econometric methods to the international studies, EU political and social science studies. |
| JIAN Junbo | Dr. Jian Junbo is an assistant professor of Centre for European Studies at Fudan University. He is mainly focusing on European Union external relations and Sino-European relations. He is the author of some 30 academic papers issued in national and international journals as well as one co-editor of the book 'The Enlarged European Union' published by NOMOS of Germany. As lecturer, he is responsible for one undergraduate course on European issues. As a visiting scholar, Jian has visited Durham University (UK), the University of Giessen (Germany), ULB (Belgium) and Aalborg University (Denmark). Now he is visiting at LSE, UK. |

| James Caporaso | Caporaso is Professor of Political Science and Director of the EU Center of Excellence, University of Washington. He is a former chair of the European Union Studies Association and is a recent recipient of their Lifetime Achievement Award. Caporaso is also the former editor of Comparative Political Studies and former president of the International Studies Association. Dr. Caporaso has a distinguished record of publications related to the EU, regional integration and international political economy. During the award period Caporaso will publish an academic work entitled Europe'scrises: the linked economic and political challenges of monetary union, a book project co-edited with Professor Martin Rhodes (University of Denver) to be published by OUP. The focus of this book is on the interlinked origins and impacts of the Eurozone crisis and the policy responses to it. |

| Yeo Lay Hwee | Director and Academic Coordinator: Teaching and Research – an expert on comparative regional integration, the EU's CFSP and on EU-ASEAN / Asia-Europe Relations, and the Asia-Europe Meeting (ASEM) process. Teaches an undergrad module at the National University of Singapore (NUS) on "The EU and ASEAN in the world" and a post-graduate module at the Nanyang Technological University on "The EU and Contemporary European Security". Active in research networks on EU-Asia / EU-ASEAN relations. | Yumiko NAKANISHI | Dr. Nakanishi is Professor of Law and of Graduate School of Law at Hitotsubashi University since 2012 and has been an executive member of EUSI since then. She has acquired doctoral degree from a German university (University of Muenster) and is a specialist in the field of EU laws, particularly those related to the environment. She has been taking a major role in the EUSI activities as coordinator for the law group. |
| Yuichi HOSOYA | Dr. Hosoya is Professor of Faculty of Law at Keio University since 2011 and an executive member of EUSI. He coordinates EUSI activities related to politics, and a series of politics seminars have been held at Keio University. He is a professor of international politics, and has particularly deep knowledge of politics in Britain. |
| Takamoto SUGISAKI | Mr. Sugisaki is professor of Tsuda College since 2002. He teaches undergraduate and graduate students of the Department of International and Cultural Studies. The EU economy, particularly the British economy, is his major field. He is now an advisor of EUSI after serving as an executive member for the first stage of EUSI. |

| Yeonho Lee | Director of Yonsei-SERI EU Centre Professor at Yonsei University Department of Political Science and International Studies Professor Yeonho Lee holds over 18 years of experience in teaching and research, having held various academic posts at the University of Warwick and at Yonsei University. The full details of his experiences will be specified later in the document. Professor Yeonho Lee received his Bachelor's Degree from Yonsei University, and then went on to complete higher degrees in the European Union. He received his M.Phil. and Ph.D. in social and political sciences at the University of Cambridge. Professor Yeonho Lee was appointed to full professorship in 2009, and has produced prolific research in the field of political economy and EU studies. He has been consistently recognised for his teaching and lecturing at Yonsei University, having received the Yonsei Award for outstanding lecturers in four occasions; 2007, 2011, 2012, and 2014. |
| Joo Hyun Go | Programme Director of Yonsei-SERI EU Centre Research Professor at Yonsei University Professor Joo Hyun Go holds 7 years of experience in post-doctoral teaching and research, having held various academic posts at Yonsei University, Hankuk University of Foreign Studies, Kookmin University, University of Seoul, and Ewha Womens University Professor Joo Hyun Go received her Bachelor's Degree from the Hankuk University of Foreign Studies, and went on to complete higher degrees in Europe and Korea. | Ruben Zaiotti | Ruben Zaiotti is the Director for the European Union Centre of Excellence and Assistant Professor in the Department of Political Science at Dalhousie University. He holds a PhD from the University of Toronto, a Master of Studies from the University of Oxford and a BA from the University of Bologna. He is the author of 'Cultures of Border Control: Schengen and the Evolution of European frontiers' (University of Chicago Press 2011) and other publications in peer reviewed journals on topics related to international relations, international security, European Union politics, migration and border control, and transatlantic relations. |

Jean Monnet Module
The European Union initiated the Jean Monnet Module to promote teaching and research of European Union studies, as well as fostering the publication and dissemination of the results of academic research. Under agreement with the EU, National Taiwan University began organizing activities for Jean Monnet Module Programme in 2015.
Objectives
- Promote research and provide first teaching experience for young researchers, scholars and practitioners in EU issues
- Support the publication and dissemination of the results of academic research
- Encourage the introduction of a European Union angle into mainly non EU related studies
- Delivers tailor-made courses on specific EU issues relevant for graduates in their professional life
Jean Monnet Project
The European Union support innovation, cross-fertilisation and the spread of European Union content through Jean Monnet Project. These projects will be based on unilateral proposals and involve other partners.
- Innovation projects will explore new angles and different methodologies in making European Union subjects more attractive and adapted to various kinds of target populations.
- Cross-fertilisation projects will promote discussion and reflection on European Union issues and enhance knowledge about the Union and its processes.
- Spread content projects will mainly concern information and dissemination activities.
National Taiwan University has made a lot of efforts to frame out the strategy with our partners to win this project. Here are our seven key relevant points to meet the objectives of the project.
- Enhance the visibility and understanding of the EU in the different disciplines in Taiwan.
- Combine disciplines under the same framework to promote cross-fertilisation of EU studies in Taiwan.
- Promote and strengthen people-to-people academic exchange among different target groups.
- Frequent events to enhance the participation of the EU Studies community in Taiwan.
- Encourage young participation by introducing a wide variety of issues.
- Create an expansive EU Studies community in Taiwan.
- Set up a virtual platform to host EU policy debates.
JM Programme in Taiwan
History
In honor of Jean Monnet, the founding father of the European Union, the programme aims at supporting higher education institutions worldwide on development of teaching, research, cooperation and exchange in the field of European and European Union studies. For the purpose of establishing mechanisms of setting up Chairs, centres of teaching and research, and international cooperation at prestigious universities around the world, the programme is opened to the higher education institutions and research institutions worldwide by evaluating the applicants by ranking. In the past ten years, few of universities in Taiwan were awarded, even none for years. However, when the European Union called for proposals in 2014, the National Taiwan University (NTU), acting as the lead institution of a consortium of seven major universities in Taiwan, began to work actively on framing strategy, coordinating, and maintaining close ties with European Representative Offices in Taiwan. At the same time, the NTU encouraged other universities in Taiwan to apply for the programme.
Under cooperation among partner universities, nine of universities in Taiwan outshine other 3000 universities and higher education institutions in the world. In 2015, the EU has approved 258 projects and only 44 countries are granted the awards. Taiwan has won 16 projects, ranking the fourth in the world and the first in Asia Pacific. Amazingly, National Taiwan University won 4 projects, and other 8 awarding universities are respectively, National Chengchi University, Fu-Jen Catholic University, Tamkang University, National Sun Yat-Sen University, National Dong-Hwa University, National Taipei University, Tunghai University, and National University of Kaohsiung.
