Event Report: 2021 Fourth EU Forum

The theme of The 4th EU Forum in Taiwan in 2021 is "Sustainable Development, Labour Rights and The EU Trade Policy",for the first time in collaboration with the Ministry of Labour, invited scholars and experts in European and international affairs, law and Labour studies to present papers and exchange ideas on important issues concerning human rights and sustainable development in Labour in the EU. This forum will be held in the briefing room on the 1st floor of the national Library of China at 10:00am on Wednesday, October 27. It is co-sponsored by the Ministry of Labor, European Union Center Taiwan, European Center of Excellence Taiwan University, and co-sponsored by National Central Library and European Community Studies Association Taiwan

Prof. Chang Tai-lin, Adjunct Professor of The Institute of European Culture and Tourism, Taiwan Normal University and convener of the Taiwan EU Forum, invited Prof. Liu Shi-hao (professor and dean of the School of Law, Ming Chuan University) and Prof. Huang Ting-you (Assistant Professor of the Department of Law, Kai Nan University) to deliver speeches. Jiao Xingkai (adjunct researcher of The Institute of European and American Studies, ACADEMIA Sinica) and Lin Yongyu (adjunct researcher of the Department of Comprehensive Planning, Ministry of Labor) made a comprehensive discussion.

In his opening remarks, Professor Zhang Tailin pointed out that Article 207 of the Treaty on the Functioning of the European Union in 2009 gives the EU the exclusive right of common trade and investment, which means that EU institutions, especially the Executive Commission, are responsible for the legislation, negotiation and signing of agreements on foreign trade. However, based on the EU basic human rights values and the principle of rule of law, the EU requires social dialogue and sustainable development in foreign trade to a considerable extent, especially on human rights, working conditions and environmental protection. It is observed that the EU often encounters practical difficulties in signing FTA with other countries. When both sides of Taiwan and Europe want to conduct trade negotiations, we should go deep into the system and actions of the EU. Therefore, we should have a further understanding of the labor human rights and sustainable development orientation proposed by the EU.

Lin Yongyu also shared with people to talk about the development of the European Union labor issues, in addition to the instructions in the process of Taiwan economic rise in recent years, platform and related supporting, and clarify the labor department has been in the study of such labor regulations expanding applicable, are driving this part of occupational safety and health, and also requires platform providers play a similar role and provide their commercial insurance employers.

The EU Forum in Taiwan continues to invite top experts and scholars to conduct in-depth and extensive observation and analysis, and introduce outstanding scholars and experts and research results to the participants, so as to provide a platform for experts from industry, government and academia who are interested in EU affairs and development to pool their wisdom and discuss with each other.
